I went down a rabbit hole. I was able to add google analytics tag but you have to buy a custom domain to be able to add Google search console! I dont know how necessary the custom domain is though

It’s a one time fee of $50 according to Substack. I haven’t done it. Just added GA4 tag so I can see analytics. Substack already has our substacks in Google search console. But we have more authority to submit every post we create if we had our own domain.
